Range Lead Recovery for Closure

Outcome

ATA was able to return the site to the Dayton International Airport as agreed and receive 100% of their escrow funds. Deployment of MT2’s specialty equipment and proprietary field techniques allowed for beneficial reuse of soils onsite, providing significant cost savings. Further, all environmental and regulatory requirements were met.

 

Overview

The Amateur Trapshooting Association (ATA) had leased land from the Dayton International Airport for over 100 years; however in 2005, the airport required the land for expansion of airfields and runways. This site was the world’s largest trap field at 1.58 miles with 100 positions. MT2’s primary project objective was to provide at least 99% lead shot recovery from the soil to allow reuse of soils for airport expansion.

MT2 Services

MT2 utilized proprietary screening and finishing systems to provide greater than 99% lead shot recovery from soils to allow the soils to be reused onsite. These systems included proprietary vibratory plants and pneumatic finishing systems to achieve the high amount of lead recovery efficiencies plus enhance the lead value for recycling to offset project costs. MT2 maintained strict dust/air compliance because the work area was adjacent to active airfield. The work also included working with the Corps of Engineers to remove shot from active waterways on the site.

Operating Range Lead Recovery (Shot Field)

Winchester Trap and Skeet Field, IL

Outcome

The Club was able to receive a high return of funds through the MT2 shot collection efforts; MT2 processing recovered over 372,000 pounds of lead.

Overview

MT2 performed operating shooting range lead reclamation and maintenance activities at the Winchester Trap and Skeet Facility in Alton, Illinois to recover lead so the funds could be returned to the Club.

MT2 Services

MT2 utilized proprietary screening and finishing systems to provide lead shot recovery of greater than 98% from soils to allow the soils to be reused onsite. These systems included proprietary vibratory plants and pneumatic finishing systems to achieve high lead recovery efficiencies plus enhance lead value, providing the greatest return to the Club; and allowing beneficial reuse of soils onsite. MT2 returned the site back to its original condition and submitted a final report to document the work activities. While conducting the work, MT2 maintained strict dust and erosion control to protect the property.

Operating Range Environmental Management Program

PAGC was able to meet a statewide program of ensuring their ranges met Best Management Practices and offer the shooting community enhanced facilities and increased shooter safety. MT2’s ECOBOND® treatment, deployment of MT2’s specialty equipment and proprietary field techniques allowed for beneficial reuse of soils onsite, providing significant cost savings. All environmental and regulatory requirements were met.

Overview

MT2 was selected by the Pennsylvania Game Commission (PAGC) to perform environmental lead reclamation, monitoring, and maintenance activities for 47 firing ranges statewide and for the preparation of Environmental Stewardship Plans for each range. This allowed PAGC to ensure their ranges were meeting recommended firing range Best Management Practices (BMP) and provide BMP guidance for each range master.

MT2 Services

MT2 tailored a specific firing range maintenance approach to each range based on location, size, type of shooting, site conditions, etc. The primary goals were to: remove and recycle lead; treat lead impacted soils with ECOBOND® to chemically bind lead; and enhance/improve the shooting range for shooter safety, meet BMPs, and protect the surrounding property. MT2 utilized proprietary screening systems including vibratory and pneumatic finishing systems to achieve greater than 95% removal of lead from range berms. Range improvements at each range included berms reconfiguration to ensure proper positioning and height; and review of stormwater flows to ensure sediments would not be released offsite. All range maintenance activities were documented in detailed Environmental Stewardship Plans for each range and submitted to the State for review and approval.

Operating Range Lead Recovery (Bullet Berm)

Cherry Creek State Park, CO

Outcome

The state of Colorado received an upgraded range that met documented Best Management Practices to ensure the concessioner was provided and safe and environmentally sound range to continue to operate. MT2’s ECOBOND® treatment, deployment of MT2’s specialty equipment and proprietary field techniques allowed for beneficial reuse of soils onsite, providing significant cost savings. All environmental and regulatory requirements were met.

Overview

Colorado State Parks selected MT2 to implement best management practices for the active rifle and pistol ranges. The state desired to turn over the range to a concessioner; the firing range maintenance tasks performed by MT2 ensured the range was turned over to the concessioner at a baseline condition and met Best Management Practices.

MT2 Services

MT2 worked with state of Colorado and the concessioner to coordinate the project schedule and sequence to minimize disruption to range operations and minimize activities to the park. MT2 firing range maintenance tasks included: installing erosion and stormwater control measures; deploying MT2’s proprietary screening and finishing systems to remove over 95% of lead from berms and enhance the lead for recycling to offset project costs; and performing onsite XRF mobile testing to identify lead impacted soils and tailor a treatment approach utilizing ECOBOND® to meet regulatory requirements. The use of MT2’s mobile equipment allowed range maintenance tasks at the pistol range to be completed in one day. MT2 restored the ranges back to their original condition. All work was performed within the planned schedule and with no safety incidents.

Firing Range Assessment and Environmental Stewardship Planning

Daniel Boone National Forest

Outcome

The Daniel Boone National Forest received valuable documents to allow them to plan and implement the management of their ranges.  Daniel Boone National Forest was well pleased with the work products and effort.

Overview

MT2 was contracted to provide support to the USDA Forest Service (USDA FS) to implement firing range Best Management Practices at four range facilities in different parts of Kentucky located within the Daniel Boone National Forest.  This work provided Daniel Boone National Forest with range assessment and planning documents that allowed the Forest Service personnel to manage the ranges for the public in a safe and environmentally sound practices.

MT2 Services

MT2 coordinated and communicated with USDA FS regional, district, and local offices to gain their knowledge and input. MT2 prepared and submitted the following documents: Range Assessment; Environmental Stewardship Plan; and Range Safety Plan.  These plans were reviewed by the various offices and final comments were incorporated.  The final documents were issued and then utilized by the National Forest Service.

Closed Range Environmental Cleanup

Seneca Creek State Park, MD

The State of MD received a project that met the protection of a major waterway through work activities that minimized the impact to flood plain and wetland areas. MT2’s ECOBOND® treatment, deployment of MT2’s specialty equipment and proprietary field techniques allowed for soil to remain onsite, while protecting the sensitive environment. All environmental and regulatory requirements were met.

Overview

MT2 was contracted by Maryland Department of Natural Resources to address the environmental firing range remediation of lead contamination at National Capital Trap and Skeet Club, Seneca Creek State Park, Montgomery County, Maryland. Lead contamination at this site resulting from years of Trap and Skeet Club use caused the accumulation of lead pellets down range of the club. The environmental impact of lead contamination was of particular concern since the site is located in the floodplain of Great Seneca Creek and the Chesapeake Bay within Seneca Creek State Park.

MT2 Services

MT2 designed a program to protect the Chesapeake Bay form potential of lead runoff from the Trap and Skeet range.  Because of the extensive growth of trees within the shot fall zone, the State and MT2 agreed to treat the soils in-place. This allowed minimal disturbance to the wetlands and floodplain area and minimized the potential of sediment and erosion entering the Creek or waterways. MT2 conducted extensive onsite XRF testing of the soils to ensure the amount of lead was known to the lateral and vertical extent. This allowed MT2 to calculate the exact amount of ECOBOND® to utilize per grid and the depth to treat the soils. To reduce the impact to existing vegetation, MT2 utilized proprietary in-situ mixing techniques, which included low ground pressure equipment. MT2 installed extensive erosion control measures around both sides of Seneca Creek utilizing super silt fence and remained in-place until new revegetation was well established. MT2 submitted a detailed project completion report to document the work and successful soil treatment.
