Operating Range Maintenance and Environmental Management

Outcome

MT2's range maintenance and environmental management project approach allows the City to meet their environmental requirements for their range on a peninsula in the Long Island Sound plus improves and enhances training objectives. NYPD is able to continue to utilize a highly valuable training range while meeting environmental and safety requirements for the range and the surrounding community.

Overview

The City of New York contracted MT2 to implement a multi-year operational range maintenance and environmental management plan at the New York Police Department Rodman’s Neck outdoor firing range, which is utilized for training by the Department of Corrections, the Port Authority, and over 40,000 officers and recruits annually.

MT2 Services

MT2 provides extensive environmental management of the police firing range for both soils and groundwater including extensive bi-annual sampling and analysis utilizing mobile state-of-the-art equipment to properly characterize the site. MT2 provides written documentation and reporting to allow the City and Training Range to stay in compliance with environmental requirements. MT2 also provides periodic maintenance of the ranges to meet environmental and safety requirements including firing range lead reclamation and soil treatment. MT2 utilizes its proprietary screening and finishing equipment to remove greater than 95% of lead fragments for the range followed by soil treatment utilizing MT2’s ECOBOND® lead stabilization reagent. MT2 treats the soils to meet strict SPLP standards. ECOBOND® lead stabilization also meets strict standards that lead in soil is stable for over a 1,000 year period, which is confirmed through MEP testing from an independent laboratory. MT2 works closely with the client to schedule berm reconstruction activities in conjunction with screening and treatment, which allows for no interruption to the training schedule. Additional MT2 tasks include stormwater control, air compliance, and certificates of recycling to document that over 500,000 pounds of lead have been properly recycled.

MT2’s proprietary screening and finishing systems provide highly effective lead removal for recycling, that when combined with MT2’s ECOBOND® lead stabilization technology provides increased environmental and shooter safety at a significant client savings.

Overview

MT2 has been contracted regularly to implement an operations and maintenance program at the El Paso County Public Safety Training Facility Range to maintain environmental and safety standards. El Paso County has four active ranges on one property.  MT2 maintains the ranges to allow no interruption to the Police training schedules, while meeting the County and City requirements for safe use of range by their officers. This contract is part of an ongoing range maintenance program implemented by MT2 at this range in 2002, 2009 and 2012.

MT2 Services

MT2’s range maintenance tasks include utilizing MT2’s proprietary screening and finishing equipment to effectively remove greater than 95% of the lead from range for lead reclamation and recycling. MT2 treats the soils with ECOBOND® reagent to meet requirements that the lead is chemically bound to protect the environment. MT2 provides firing range maintenance and restoration services, as well as firing range enhancements such as stormwater control and the reconstruction of the range berm that allows additional training to safely take place close to the range to simulate real life scenarios.

North Las Vegas Police Department, NV

The City of North Las Vegas Police Department is able to continue utilize a highly valuable training range for their officers and other agencies that meets both environmental and safety requirements. MT2’s ECOBOND® treatment, deployment of MT2’s specialty equipment and proprietary field techniques allow for beneficial reuse of soils onsite, providing significant cost savings. All environmental and regulatory requirements were met.

Overview

MT2 provides annual firing range maintenance at the City of North Las Vegas Police Department Range to implement firing range environmental stewardship management, improve shooter safety, and improve future lead recovery.

MT2 Services

The City of North Las Vegas has two active police firing ranges on the property. MT2 provides annual services with minimal interruption to training schedules while meeting the City’s safety requirements. MT2’s range maintenance tasks include: firing range lead reclamation and recycling utilizing MT2’s proprietary and specialized screening and finishing equipment to effectively remove greater than 95% of bullets/bullet fragments from the range and produces high value lead for recycling; ECOBOND® treatment of lead impacted soils to meet strict environmental requirements; firing range maintenance and restoration services including berm reconstruction and range enhancements; stormwater control including removing stray bullet fragments from waterways that could potentially enter Meade Lake; and yearly environmental stewardship assessment and planning to provide a planning tool for the range and to demonstrate compliance with firing range best management practices. MT2 meets strict air quality requirements to protect workers and range personnel from fugitive or lead containing dust.

MT2’s ECOBOND® treatment, and deployment of MT2’s specialty equipment and proprietary field techniques allow for beneficial reuse of soils onsite providing significant cost savings. All environmental and regulatory requirements were met.

Overview

MT2 was contracted by Southern Arizona Law Enforcement Training Center in Tuscon, Arizona to provide turnkey firing range maintenance and implement range upgrades including dust control on range floors; installing concrete retaining wall to divide ranges; installation of concrete sidewalks at specific training positions; lead removal and treatment of lead impacted soils. This training facility had 4 active ranges.

MT2 Services

MT2 performed firing range lead reclamation of bullets/bullet fragments to greater than 95% removal by utilizing MT’s proprietary and specialized screening and finishing plants. This included vibratory and pneumatic systems to enhance lead recovery and to receive the highest recycled value to as an offset project costs to the range. The upgrades and restoration of the ranges included: reconfiguring range dimensions to meet NRA standards; installing erosion control blankets for slope stabilization; installing Soil-Loc to enhance the range floor both to control dust and expand the training area on each range; installing a concrete retaining wall to divide two of the ranges, which allowed both ranges to be utilized at the same time for training; expanding side berms to redirect stormwater flow and expand training area of the range; and installing concrete sidewalks to specific firing position location to expand the number of officers who can target practice at one time. MT2 met strict air quality requirements to protect range personnel and meet local permitting requirements. MT2 documented this work in a final report along with environmental stewardship plan to allow the range master to have a planning tool/document for future activities at the range.

Firing Range Maintenance and Upgrade

For each of their ranges, Seattle PD received improved safety by eliminating potential of overshot; significantly reduced the potential for ricochets, and removed lead from the environment. MT2’s ECOBOND® treatment, deployment of MT2’s specialty equipment and proprietary field techniques allow for beneficial reuse of soils onsite, providing significant cost savings. Further, all environmental and regulatory requirements were met.

Overview

The Seattle Police Department has multi-agencies using the training facility that includes over eight active ranges. MT2 was contracted to provide range maintenance and upgrades including lead removal, lead impacted soil treatment, and range reconstruction.

MT2 Services

MT2 performed firing range lead reclamation of bullets/bullet fragments to greater than 95% removal by utilizing MT2’s proprietary and specialized screening and finishing plants to produce the highest value lead for recycling and provide an offset to project costs for the client. The upgrade and restoration of the ranges included: reconfiguring dimensions of the ranges to meet NRA standards; installing eyebrows on top of each range to reduce the potential for overshot; and treating lead impacted soils with ECOBOND® treatment to meet regulatory requirements. MT2 documented this work in a final report along with environmental stewardship plan to allow the range master to have a planning tool/document for future activities at the range.

Indoor Firing Range Lead Maintenance

Denver Police Department, CO

Outcome

The City of Denver received an improved range to protect the officers from ricochets and lead dust in the environment.

Overview

MT2 performed bi-annual rubber bullet trap clean out of the City and County of Denver indoor police firing range to reduce potential of ricochets to the officers and reduce the amount of lead for the protection of the officers.  The range is comprised of a rubber backstop bullet containment area of 75’ wide by 25’ tall by 2’ deep and the trap is built up of rubber media 2’ deep on a ¼” steel plate.

MT2 Services

MT2's range maintenance tasks included: installing a double containment system prior to starting the work to confine the work area and protect the rest of the facility during project execution; installing a negative air system to increase air flow to MT2 workers and protect the facility from potential of lead dust; removing rubber granules and lead from the rubber bullet trap; separated the lead from the rubber granules on a continuous basis to minimize time on-site; and installed fire retardant to the berm while replacing the rubber granules back onto the range. The lead collected was a very high value and was recycled to offset project costs.

Firing Range Assessment, Maintenance and Range Improvements

City of Pittsburg Police Department, PA

The City of Pittsburgh received a range which enhanced their shooter experience; improved shooter safety; and increased number of officers that could train at the range at the same time. MT2’s patented ECOBOND® treatment, deployment of MT2’s specialty equipment and proprietary field techniques allow for beneficial reuse of soils onsite, providing significant cost savings. Further, all environmental and regulatory requirements were met or exceeded.

Overview

MT2 provided shooting range maintenance and site restoration at the Pittsburgh Police Training Academy. The project objectives were: analyze range condition to determine and implement proper shooting range cleanup procedures including excavation and screening to remove lead from the environment; remove lead fragments from the main impact berm; ECOBOND® treatment and stabilization of lead impacted soils to less than 5.0 mg/L in excavated and screened materials to reduce the impact of lead on the environment; upgrade the stormwater flow on the range and divert away from the ranges; upgrade the main berm targeting area; and construct an structure around berm to protect from potential of overshot

MT2 Services

MT2 worked directly with the City of Pittsburgh to understand range conditions and then offered solutions to meet the City’s needs and budgets.  MT2 designed a program to improve shooter safety and provide range upgrades to ensure long-term use of the range. For the main impact berm, MT2 deployed our proprietary screening and lead collection systems that provided for greater than 95% removal of the lead fragments from the berm and enhanced the value of the lead to allow for recycling to offset project costs. Screened soils were treated with ECOBOND® to below 5.0 mg/L TCLP, allowing for beneficial reuse of soil onsite. MT2 upgraded the main berm targeting systems by installing rail road ties to help stabilize the soils from potentially running off into the targeting system, which reduced range operating costs. MT2 installed stormwater improvements by installing gravel drainage areas to collect and re-direct the water from the range. MT2 designed and constructed a structure over the pistol range to allow more ranges to be used at the same time and protect the range property from potential overshot on the range.
